Dr. Gilbert Barasa Mugeni is the Assistant Director- Innovation, Research & Development at the Communications Authority of Kenya (CA). Previously, he was the Manager in Charge of Data and Documentation at the Authority. He holds a Ph.D in Information Technology, and has published extensively in ICTs in international referenced journals. His research interests are in the application of emerging ICT4D including Artificial Intelligence, Broadband, Cloud Computing, Big Data Analytics, Internet of Things, ICT Policy and Regulatory approaches to support Innovation among others.
 
Dr. Mugeni has over 25 years experience in the ICT sector and is a Commonwealth Professional Scholarship fellow. He has attended several specialised professional courses in ICTs, Innovation, Leadership, Governance, and Risk Management among others, both internationally and locally.

Dr. Mugeni is previous winner of the Distinguished ICT scholar of the year award (ICTAK), and is a member of International Telecommunications Union (ITU) Experts Group on ICT Indicators. His membership to Professional bodies includes the Institution of Electrical and Electronics Engineers (IEEE), and the Association of Computing Machinery (ACM).
