Victor Ogalo is an Economist and Policy Entrepreneur with over 15 years of professional work experience, currently serving as the Deputy Chief Executive Officer, in charge of Competitiveness and Operations at KEPSA. Prior to that, Ogalo was Head of Policy Research Analysis & Public-Private Dialogues at the KEPSA from 2017 to 2021.
In these roles, he has led thought leadership development on public policy, legislative and regulatory issues affecting businesses in Kenya and within East Africa. He is the lead in development of seminal presentations and discussion papers for Presidential Roundtables, Speaker’s Roundtables, Ministerial Stakeholder Forums and the EAC Regional Forums targeting reforms to improve the local and regional business environment, competitiveness, and national development agenda. He initiated and implemented the first SME Policy Indexing and E-Commerce Booster Program at KEPSA that has benefitted over 2,600 SMEs during the Covid-19 Pandemic.
Ogalo began his career in the Ministry of Planning and National Development before joining CUTS International as Trade and Development Officer and Regional Coordinator for the EAC-EU Economic Partnership Agreements between 2006 and 2012.
Ogalo has been privileged to undertake assignments with and for institutions such as the African Union, COMESA, Commonwealth Secretariat (ComSec), DFID, EAC, European Commission, EU, DFID, DANIDA, FAO, GIZ, TMEA, UNDP, UNECA, World Bank, WTO. He has served in the National Investment Policy Taskforce that developed Kenya’s National Investment Policy between 2015 2017. Currently, he is a member of the e-Government Procurement Steering Committee, Inter-Agency Committee on Contribution of Research, Science, Technology and Innovation to National Development and the Kenya Industry and Entrepreneurship Project (KIEP) Steering Committee
